EIA Petroleum Administration for Defense District (PADD) to state mapping. One row per state, giving its PADD (1-5), sub-PADD (e.g. 1A New England), EIA area codes, and whether EIA publishes a state-level series. Used to roll energy data between PADD and state grain.
