EIA Petroleum Administration for Defense District (PADD) to state mapping. One row per state, giving its PADD (1-5), sub-PADD (e.g. 1A New England), EIA area codes, and whether EIA publishes a state-level series. Used to roll energy data between PADD and state grain.

eia_padd_area_code	string	EIA area code identifying the (sub-)PADD in EIA data series (e.g. 'R1A', 'R30').
has_state_series	bool	Boolean flag; true if EIA publishes a state-level petroleum series for this state, false otherwise.
padd_code	string	Petroleum Administration for Defense District number (1–5), EIA's regional grouping of states for petroleum data. Identifier code, not a measure.
padd_name	string	Human-readable PADD name (e.g. 'East Coast', 'Gulf Coast').
state_abbrev	string	Two-letter USPS state abbreviation.
state_eia_code	string	EIA state series code (e.g. 'SCA' for California). Empty when has_state_series is false.
state_fipskey	string	Two-character state FIPS code, stored as a string with any leading zero preserved. Foreign key to us_dimension.states.Part of primary key.
subpadd_code	string	Sub-PADD code identifying a subdivision within a PADD (e.g. '1A'). Empty for PADDs with no sub-districts.
subpadd_name	string	Human-readable sub-PADD name (e.g. 'New England'). Empty for PADDs with no sub-districts.
